Board of Directors Meeting
Jasper County Emergency Services
April 4th, 2017
Director Fries called the meeting to order at 12:08 p.m., at the Board office, 13870 Dispatch Lane, Carthage, MO as per public notice. Present in addition to Director Fries, Carl Francis, Greg Dagnan, and James Harrison. Representing staff was OSC Amber Madison and Executive Director April Tarrant.
Review and Action of Minutes
Minutes of the Board of Director’s Meeting on March 7th 2017 were reviewed.
Director Dagnan motioned to approve the meeting minutes for March 7th 2017. Director Francis seconded the motion. Vote: 4-0. The motion was adopted.
Public Comment and Correspondence
No public comment
Financial Report and Payment of Bills
The sales tax check for February was received on March 13th in the amount of $149,055.39.
We have not received the sales tax check for April. April advised the board that we are now able to reconcile the accounts by fixing old duplicate entries into QuickBooks. We were advised how to do this in QuickBooks by THE MENSE CPA FIRM LLC.
Total bills submitted for approval today $59,933.88. The checkbook balance after payment of bills will be $11,167.51. The money market account balance is $899,482.88.
Accounts receivable balance is $1,143.59. (February Fiber Cost Share & JCSO Wolfpack)
The checkbook balance after receipt of accounts receivable will be $12,311.10.
Director Dagnan motioned to approve the Financial Report with Payment of the Bills. Director Harrison seconded the motion. Vote: 4-0. The motion was adopted.
Executive Director Report

Executive Director Tarrant reviewed her report, highlighting how METS is still working with SunGard on an agreement for an interface to their HealthEMS reporting software.
Executive Director Tarrant highlighted that the Mense CPA Firm has completed the audit on the 2016 financials. Mense Law Firm sent an invoice for the full amount from the 2015 audit, where we originally thought maybe they were giving us a discount, total bill was $5,980.00. The 2016 audit paperwork should be completed soon.
Executive Director Tarrant highlighted that we may be receiving a reimbursement from OM Swanigan for her cancelled flight to Navigator. We are trying to get it cancelled with a full reimbursement. Executive Director Tarrant highlighted that we have received another fraudulent charge from ANY DO $27.00 a year. Executive Director Tarrant will be following up with SMB and JCSO on this charge. This is the 3rd year in a row they have charged us. Executive Director Tarrant highlighted that JASCO and local Law enforcement agencies are working together on a local Amber Alert. Jasco is also working with JCSO on the schools lockdown procedures. Executive Director Tarrant highlighted that we have 2 in training. We will hire for the two full time positons within the next month. We had a trainee resign due to the job requirements and OM Swanigan has turned in her notice due to living so far away. Executive Director Tarrant highlighted that Swanigan has turned over all of her tasks to Kima, Amber, the Team Leaders and myself. Executive Director Tarrant highlighted that National Telecommunicator’s Week resolution will be put on the April JCESB agenda to recognize the work they have done throughout the year. EMD ACE Accreditation update: We are planning to celebrate during National Telecommunicators Week. We are ordering items for recognition and will have a cake and/or cookies for the celebration. We will invite our agencies to stop in and say hello. During the meeting we set the date for the ACE celebration for April 18, 2017 at noon.
Director Francis asked Executive Director Tarrant to check into the Use Tax for Jasper County and see what it would take for Jasco to collect this, if possible. She advised she would report back at the next meeting.
Unfinished Business
Sarcoxie City Radios
Executive Director Tarrant advised the board that Sarcoxie Police Department is working with Morris Strom on the radio issues. Director Dagnan spoke about Morris knowing that there might be a firmware problem reverted 4.75 and Kenwood is saying that it is a good idea to revert to 4.75. Dagnan thinks that all of the department’s radios need to revert back to 4.75.
New Business
National Public Safety Telecommunicator Week Resolution
Executive Director Tarrant stated that National Telecommunicator Week is April 9th thru April 15th 2017, and we will recognize the work that all of the Jasco Team has done throughout the year. EMD ACE Accreditation celebration is being planned during National Telecommunicator Week. We are ordering items for the recognition and we will have cake/cookies for the celebration. We will invite our agencies and board members to stop in and say hello.
Director Dagnan motioned to approve the Resolution for National Telecommunicators Week 2017 Director Francis seconded the motion. Vote: 4-0. The motion was adopted.

Jasper City Storm Sirens
Executive Director Tarrant has been speaking with the city of Jasper about their storm sirens. Jasper is wanting Jasco to set the storm sirens off in an emergency and test them on a certain schedule to be determined. The Board discussed this and they all agreed that Jasper will need to get quotes for any expenses that this might cause. The city of Jasper would be responsible for any and all costs. The Board also advised that if the equipment would take up any of our tower space then we would not be able to assist in this. Executive Director Tarrant will follow up on this with the city of Jasper.
12:47 p.m. Director Dagnan motioned to adjourn. Director Francis seconded the motion. Vote: 4-0. The motion was adopted.
The next Board Meeting is scheduled for Tuesday, May 2nd, 2017 at 12:00 p.m.
