Board of Directors – Special Meeting
Jasper County Emergency Services
May 26th, 2022
Chairman Harrison called the meeting to order at 12:06 p.m. Meeting was held at the Board office, 13870 Dispatch Lane, Carthage, MO as per public notice. Present in addition to Chairman Harrison, Vice Chairman Wilson via conference call, Carl Francis, Greg Dagnan, Dan Stanley and Bill Hawkins. Representing staff was Executive Director (ED Ford) April Ford.
Representing Public in attendance was Alan Talkington with TUSA via conference call.
New Business
Countywide Public Safety Radio System
Executive Director Ford reported that Sheriff Kaiser was able to get ARPA funds from the County Commissioners approved to buy portable and mobile radios, along with in vehicle repeaters and all installation work with a control radio for all of the police departments, (Webb City, Carl Junction, Oronogo, Carterville, Jasper, Duenweg, and Sarcoxie) with exception to Carthage to move over to the statewide radio system, MOSWIN in the interim until the countywide public safety radio system is built and operational. She stated that Sheriff informed the Chiefs of each department on Tuesday at a Chief’s / Sheriff meeting and stated it would take approximately 60-90 days to get them in and installed after the contract was signed. April reported that she asked to see the contract to determine what they may have to look at for flashing radios and programming when the countywide system is up and that both Alan from TUSA and she worked with Sheriff and their vendor to keep them informed of what they needed in the radios. She advised there were some things that would not be in on this purchase that may need to be added later. April also stated that the Sheriff doesn’t have any plans yet on an SUA or maintenance for the radios if something happens or breaks, but he is covering the initial programming and installation in their vehicles. April will share the contract with Alan to review when they get a copy. Alan added there is a long lead time to get subscribers in and others on the board agreed and said they had heard the same thing.
Jasper County Emergency Services Board announced to close for specifications for competitive bidding pursuant to Mo. Statute Section 610.021 (11).
All representing public left the meeting, Alan Talkington with TUSA remained on the conference call.

12:41 p.m. Alan Talkington left the phone conference for the meeting.
12:47 p.m. Greg Dagnan left the meeting.
1:01 p.m. Director Stanley motioned to come out of closed session. Director Francis seconded the motion. Vote: 5-0. The motion was adopted.

At 1:11 p.m. Director Francis motioned adjourn. Director Hawkins seconded the motion. Vote: 5-0. The motion was adopted.
